Enabling Ordinance

The Downtown Improvement District (DID) was established as a Dependent Special District by the Sarasota CityCommission in 2008 by Ordinance 08-4832.

Subsequent amendments to the Ordinance include:
Ordinance 12-5005 – Expanding the geographic boundary limitations of the District;
Ordinance 15-5123 – Affirm and to clarify the authority of the DID to award grants; and
Ordinance 23-5463 – Clarifying eligibility requirements for membership on the DID Board of Directors.

Role of the DID


Role of the DID Ordinance 08-4832 specifically delineates the purpose, powers, functions, and duties of the District. Importantly, the ordinance states that the District shall only have the powers specifically prescribed by ordinance and that it shall not have implied or incidental powers that may arise from each.  These powers are generally described and categorized below:

Enhance the Level of Service
Contract with theCity to obtain a higher level of service for trash collection, litter andgraffiti removal, sidewalk cleaning, and enhanced landscaping.
Enhance Ambiance in The District
Contract with the City to provide enhanced downtown ambiance, including pedestrian scalelighting, street furniture, streetscape reinvestment, and the maintenance of landscaping.
Develop a Strategic Plan
Develop a strategic plan with goals and specific objectives and related timelines.
Use of Public Space
Provide recommendations to the City Commission related to private activity in public spaces, such as sidewalk vending, and assist with monitoring code compliance.
Public Parking
Provide recommendations to theCity Commission regarding the public parking system and transient activitywithin the District.
Business Recruitment & Information
Recruit and retain businesses by conducting market research and offering financialincentives to new and expanding businesses.
Enhance the Visitor Experience
Create a welcoming experience for visitors through uniformed street guide or staffedkiosks.
Market the District
Market the downtown withactivities such as producing and distributing maps, flyers, newsletters, orother promotions, such as producing festivals.

Geographic Boundary of the District

The DID is generally bounded on the north by Second Street, on the east by Goodrich Avenue and Pine Place, on the south by Ringling Boulevard, on the southwest by Palm Avenue or the properties on the southwest side of Palm Avenue, and on the west by Cocoanut Avenue. In addition, two parcels on the west side of Cocoanut Avenue at Second Street are included within the boundaries of the DID. AND THE MAP ON PAGE 3 OF THE PLAN
